Here is Kathleen Gaylord's response to the questionnaire, which ended up in e-mail limbo for some time yesterday. I've asked her campaign if they can provide copies for us to distribute on saturday. John Gilkeson **** 1. Is transportation a significant environmental issue? Absolutely. Transportation systems have significant environmental impacts. We must support policies that promote the preservation of natural and urban resources, enhance aesthetics and protect the environment as we develop our transportation systems. 2. How would you propose balancing the transportation needs of urban, suburban and rural constituents? We must have a comprehensive national transportation policy that not only promotes multimodal connections but also provides choices for improved social, environmental and efficient transportation options. We need to integrate modes such as transit, bikeways, and rail with the highway system. 3. What is your opinion of TEA-21? I lobbied for TEA-21 as a strong commitment to transportation funding which provides a predictable funding source necessary to sustain the planning and financing of transportation projects. Minnesota is guaranteed 1.4993% of the total funds sent to states via the TEA-21 formula programs. 4. What is the best long-term solution to Ayd Mill Road? The best long-term solution is community consensus on a logical connection between I-35 and I-94 that does not disrupt established neighborhoods. 5. Do you have any specific proposals for improved energy conservation or energy self-sufficiency for MN? The Federal Government should provide incentives for efforts such as co-generation, solar energy, waste-to-energy, safe synthetic fuels, wind, bio-energy and district heating and cooling projects. 6. What is your position on motors in the BWCA? I support the Vento-Oberstar compromise. 7. What steps to you propose to address the severe lack of affordable housing for low-income individuals and low-income families? I recognize that affordable housing is a community asset and propose to: increase the FHA mortgage guarantee and VA programs, support continuation of mortgage revenue bonds that target first-time buyers and low and moderate income households, implement infill development and scattered strategies, expand Section 8 and raise the Fannie Mae and Freddie Mac affordable housing goals, follow through on the Good Neighbor program, provide increased funding to local governments for affordable housing, provide rental property assistance, develop incentives for new affordable rental housing construction, support transition housing options, and assist homeowners facing foreclosures. __________________________________________________ Do You Yahoo!?
