Info at http://www.tc.umn.edu/~hause011/NF http://www.aydmill.org Neighborhoods First! July 30, 2002. CALL FOR COMMUNITY ACTION AGAINST THE FOUR LANE CONNECTION OF AYD MILL ROAD! There are TWO VERY IMPORTANT tasks we need to have as many people in Minnesota and St Paul do as soon as possible. I. Please contact the Minnesota Environmental Quality Board (EQB) in the next few days to request that: "the EQB pull the State permit for Randy Kelly's so-called test, and at the least, publicly investigate citizen concerns of multiple state law violations by St Paul at their August meeting." Please call or write Dean Barkley and/or Gene Hugoson at the EQB. Dean Barkley Director of Minnesota Planning 658 Cedar St. St. Paul, MN 55155 651-297-2325 651-297-2820 (fax) dean.barkley@mnplan.state.mn.us Gene Hugoson Commissioner of the Department of Agriculture 90 W. Plato Blvd. St. Paul, MN 55155 651-296-2857 651-297-5522 (fax) gene.hugoson@state.mn.us If you call the EQB you do not need to recite details, but here is some background to know for your own information. Issues for the EQB and Ayd Mill Road: > No "Test" is in the scope of the Ayd Mill EIS (4410.2100). The test is large and expensive compared with the rest of the EIS, yet is not mentioned in the EIS scope. > No amendments to the scope of the Ayd Mill EIS about the "Test" have been published. (4410.5200) > The "Test" exceeds 4410.4600 thresholds as it connects to I-35E, is part of a phased project, etc. > The "Test" does not fit the definition of 4410.4600 subpart 23 Research and Data collection as it "constitutes a substantial commitment to a further course of action having potential for significant environmental effects." The Mayor's staff repeatedly state that after a year the road will remain open including at the city council meeting of June 12, 2002. > The "Test" violates Minnesota Rules 4405.0300 Duty of Candor as Randy Kelly kept "Test" preparations a secret from the public, the City Council and the EQB. (and 4410.5200) > The EQB is responsible to enforce Environmental Impact Statement Rules. II. Also please call the St Paul Citizen Service Line, (651) 266-8989 and leave a message, (day or night, no problem) stating that they are against the connection of Ayd Mill Road If you have called in the past it is ok to do so again, and in fact at this point quite important to keep up pressure. Mention Issues: >Traffic noise, >increased traffic on Hamline, >higher speed traffic in neighborhoods, >speeding on Ayd Mill and Hamline, >ask for curb cuts on sidewalks for Hamline Av (no handicap access for pedestrians, difficult to walk baby prams), >ask for more crosswalks. (Crosswalk taken away at Marshall) references at http://www.aydmill.org and http://www.tc.umn.edu/~hause011/NF > FULL CONTACT LIST OF EQB MEMBERS.
