Constitution of the University of Minnesota Democratic Farmer-Labor organization


Article I
General

Section 1. Name
The name of this organization is the University of Minnesota Democratic Farmer-Labor organization, hereinafter referred to as the U-DFL.

Section 2. Affirmative Action
The U-DFL shall recognize and abide by the DFL's Affirmative Action policies.

Section 3. Charters and Subordination
The U-DFL is a chartered organization of the College Democrats of Minnesota (CDM) and the Minnesota Young Democratic Farmer Labor (MYDFL) organization.
This Constitution shall be subordinate to the Constitutions of the CDM, MYDFL, and the Minnesota Democratic Farmer-Labor Party (DFL).
The U-DFL is a registered student group of the University of Minnesota and shall abide by all applicable rules.

Article II
Organization

Section 1. Convention
Authority: The U-DFL convention is the supreme governing body of the U-DFL and shall be convened annually. The Convention must have been announced fourteen (14) days prior to it coming to order.
Membership: The U-DFL Convention is composed of any enrolled full or part time student, faculty member, and staff of the University of Minnesota - Twin Cities Campus who support the principles of the DFL. No member of any other political party shall have a vote within the U-DFL.
Business: It is the function of the Convention to elect officers of the U-DFL, to endorse candidates for appropriate offices, and to adopt platform issues and legislative goals, or to provide for such election, endorsement, and adoption. It may amend this Constitution and the accompanying Bylaws. It may transact such other business as may come before the Convention. The powers of the Convention include and supersede the powers of the General Assembly.

Section 2. General Assembly
Authority: The General Assembly is the governing body of the U-DFL between Conventions and meets at least once per month during Fall and Spring Semesters at the call of the chair.
Membership: The General Assembly consists of all registered members of the U-DFL.
Business: The General Assembly shall approve the budget and legislative agenda for the U-DFL. It may amend the Bylaws and fill vacancies among the officers. The powers of the General Assembly include and supersede the powers of the Executive Committee.

Section 3. Executive Committee
Authority: The Executive Committee is the governing body of the U-DFL between General Assembly meetings, and meets at least once monthly during Fall and Spring Semesters. The Executive Committee may delegate its duties to the committees as defined in the Bylaws, Officers, or appointed officials.
Membership: The Executive Committee consists of the Officers of the U-DFL and any registered member of the U-DFL that sits on the CDM Executive Committee, the MYDFL Executive Committee or the DFL State Central Committee.
Business: The Executive Committee is responsible to the General Assembly for the management of the U-DFL business. It may create temporary committees in addition to the committees defined in the Bylaws.

Section 4. Officers
Officers shall be established in the Bylaws.

Section 5. Committees
Committees may be established in the Bylaws.

Article III
Endorsements

Section 1. Jurisdiction
The U-DFL shall honor the endorsing process of the DFL and shall not support any candidate running without the endorsement of the DFL; with the exception of elections run through the University of Minnesota All Campus Elections Commission (ACEC).

Section 2. Endorsement
Endorsement requires a 60 percent affirmative vote of those present and voting at the convention or assembly. The U-DFL shall hold a General Assembly meeting for the purpose of endorsing candidates for elections run through the ACEC during the filing period of said elections.

Article IV

Constitution and Bylaws

Section 1.
This Constitution supersedes all previous constitutions of the U-DFL or the College Democrats at the University of Minnesota

Section 2. Constitutional Amendments
This constitution may be amended by a super majority (2/3) vote of delegates at a U-DFL Convention or under rules set by a U-DFL Convention.

Section 3. Bylaws
Bylaws of the U-DFL are subordinate to this Constitution and may be adopted or amended by a majority vote of the General Assembly.

Section 4. Enactment
The Constitution will take effect when the 2002 U-DFL Convention is adjourned.

Officers of the U-DFL include President, Vice President, Secretary, Treasurer, and Affirmative Action and Outreach Director.
